The United States Attorney General is Merrick Garland, formerly a lawyer, jurist, and judge. Garland served as a United States Attorney General for most of his professional life. Due to the time left in the Obama administration, he was not considered for the position of Supreme Court Justice, despite being nominated by the Obama Administration. Since March 2021, Garland has served as U.S. Attorney General, previously serving as a circuit judge on the United States Court of Appeals.

Family and Early Life in Biography

Born on November 13, 1952, Merrick Brian Garland was raised in Chicago. His parents lived in the Lincolnwood suburb of the Windy City and were both employed. Cyril Garland ran Garland Advertising out of his family home as the head of his small business, Garland Advertising. Shirley Garland was a volunteer service director at Chicago's Council for Jewish Elderly. 

A Conservative Jewish family named Garfinkel, the Garlands emigrated to the United States in the Pale of Settlement in the 1950s, following antisemitic programs in the Russian empire. Before emigrating to the United States, the Garlands changed their name several generations earlier. Throughout his academic career, Garland has always been outstanding. 

As the student council president and debate team member at Niles West High School, Garland was heavily involved in extracurricular activities. Additionally, he actively participated in the campus theatre program. Both Garland and his classmates were named Presidential Scholars and National Merit Scholars. As a Harvard University student, Garland focused on social studies. 

In his original plan to become a physician, Garland chose instead to become an attorney. In the summer, Garland volunteered his services to Congressman Abner J. Mikva as a speechwriter. Consequently, when Carter appointed the Congressman to the D.C. Circuit Court, Mikva relied on Garland's advice on whom to select the clerk under him. 

While at Harvard, Garland wrote for the Crimson and was a tutor at Quincy House. He graduated with a degree in Social Studies from Harvard College in 1974 and became a member of Phi Beta Kappa. After enrolling at Harvard Law School, Garland was an articles editor member of the Harvard Law Review and tried to become its president, but he lost the election to a classmate. 

He was also a member of the Harvard Law Review. He began to exchange ideas with Brennan while editing a submission of the Supreme Court Justice, William Brennan, during his position as an article editor. In 1977, Garland graduated from law school with a Juris Doctor, which he earned magna cum laude. Garland was originally assigned to edit Brennan's submission on state constitutions and individual rights.

In September 1987, Garland married his wife, Lynn. She had a strong connection with politics and the law herself. Her grandfather was a Supreme Court justice. The couple married at the Harvard Club in Manhattan, New York City. She also attended Harvard University, earning a Master of Science degree in Psychology. She has a history of advising government and nonprofit organisations regarding voting security. She was a special counsel to Franklin Delano Roosevelt and Harry Truman. 

Lynn Garland advises both government and nonprofit organisations on voting security. Jessica and Rebecca Garland are the daughters of Merrick Garland and his wife, Lynn. Jessica was hired as a law clerk by Supreme Court Justice Elena Kagan in 2020 before President Joe Biden appointed her father to become United States Attorney General. Jessica, who graduated from Yale Law School in 2019, will not serve as a clerk to Justice Kagan as long as her father serves as the U.S. Attorney General due to a potential conflict of interest. 

As her father attended the ceremony in June 2018, Garland's other daughter, Rebecca, was married to Xan Tanner; she attended Yale as well. The husband of Rebecca, Xan Tanner, founded and currently heads Panorama Education Company. It was in 2021 that the company published an article accusing the Ku Klux Klan and Trump supporters of practising "white supremacy." Sen. Ted Cruz asked Garland if his son-in-law published materials promoting Critical Race Theory during Senate hearings this summer.

Other careers besides politics

As a special assistant to Benjamin Civiletti, the United States Attorney General at the time, Garland clerked for Judge Henry Friendly and later for Justice William Brennan. Garland began practising law in 1985, shortly after Jimmy Carter left office, and became a partner in Arnold & Porter, a firm specialising in corporate litigation. 

A few years after working on a case that attempted to delegate company mandates, Garland continued to write for the Harvard Law Review. Harvard considered Garland a lecturer, not a tenured professor, who taught antitrust law. As well as writing for his alma mater, Garland wrote for the Yale Law Review. During the Clinton Administration, Garland continued working at Arnold and Porter under his mentor, Jamie Gorelick, between 1992 and 1993.

The Office of the United States Attorney General out of the District of Columbia would be headed by Merrick Garland in 1989. His responsibilities included prosecuting public corruption cases, drug trafficking cases, and cases related to public corruption. In the Marion Barry case, when a former mayor was found in possession of cocaine, he was one of the prosecutors in charge. At this point, Garland's mentor, Jamie Gorelick, invited Garland to become her assistant deputy attorney general. 

In 1993, Garland was the deputy assistant attorney general for the Clinton Administration. He also investigated the bombings in Atlanta, Georgia, during the Olympics, in addition to prosecuting the Oklahoma City bombing and the "Unabomber" case. Between 1997 and 2021, Garland served as a circuit court judge. During the late 2016 death of Associate Justice Antonin Scalia, Garland was considered for a Supreme Court Justice position left vacant. 

Although Garland had previously been considered in 2009 and 2010, he was nominated in 2016, at the end of the Obama Administration. Republican senators expressed support for the nomination of a new Supreme Court justice when Antonin Scalia died. Senate Republicans argued that a president in his last year of office has no constitutional or legal right to nominate a new justice, but the Obama Administration held their ground. 

Garland was never fully nominated for the position despite the Obama Administration arguing there was no tradition or legal precedent. Unlike any previous nominee to the Supreme Court, Garland had a great deal of federal experience. The current head of the Department of Justice is Garland, employed by the government of Joe Biden.
